## Recent Enforcement Shows the Risk Is Real

**Connecticut (2026):** Connecticut Attorney General William Tong stated that the majority of new complaints under the state's Data Privacy Act concern [insufficient responses to data deletion requests](https://iapp.org/news/a/california-s-attorney-general-issues-largest-ccpa-fine-to-date), noting that companies are "making it hard" for consumers to exercise the right to delete.

**California (2026):** California's Attorney General reached a [USD 2.75 million settlement](https://oag.ca.gov/news/press-releases/california-wont-let-it-go-attorney-general-bonta-announces-275-million) with Disney over the company's failure to fully honor consumer opt-out requests across linked devices and services, the largest CCPA settlement at the time (since surpassed by the General Motors' USD 12.75 million CCPA settlement in May 2026.)

**Belgium (2024):** The Belgian Data Protection Authority [fined a telecom company EUR 100,000](https://www.edpb.europa.eu/news/national-news/2024/belgian-supervisory-authority-sanctions-telecom-operator-14-months-late_en) (though it was reduced to EUR 5,000 on appeal) after taking 14 months to respond to a customer's access request for personal data logs, a violation of GDPR Articles 12 and 15.

**Norway (2023):** The Norwegian Data Protection Authority [fined fitness chain SATS ASA approximately EUR 850,000](https://www.datatilsynet.no/en/news/aktuelle-nyheter-2023/administrative-fine-imposed-on-sats) for repeated failures to respond to access and deletion requests, including ignoring valid deletion requests after memberships ended.

Manual processing carries its own cost even without a fine attached. Even five years ago in 2021, Gartner’s Market Guide for Subject Rights Request Automation estimated it costs organizations USD 1,524 to process a single subject rights request manually. Since then, consumer expectations around data privacy have continued to increase.
