The California Privacy Protection Agency explicitly cites displaying &#8220;<\/span><b>Opt-Out Request Honored<\/b><span style=\"font-weight: 400;\">&#8221; as a compliant method.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Usercentrics CMP does this automatically. Developed by a diverse group of privacy advocates, GPC promotes online privacy by creating a universal opt-out signal.&nbsp;<\/p>\n\n\n\n<p>This signal, also known as GPC, is a browser-based standard supported by organizations like the Electronic Frontier Foundation and Mozilla. Some browsers, like Firefox, Brave, and DuckDuckGo, have built-in GPC functionality. Other browsers, like Chrome, can support GPC through browser extensions.<\/p>\n\n\n\n<p>Usercentrics CMP supports the GPC signal for a number of regulatory frameworks and helps automate consent signaling.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-does-global-privacy-control-work\">How does Global Privacy Control work?<\/h2>\n\n\n\n<p><a href=\"https:\/\/globalprivacycontrol.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Privacy Control<\/a> is a browser setting or extension\/plugin that enables users to communicate their privacy preferences for the collection, sharing, sale, or other uses of their personal data (like targeted advertising or profiling) to third parties.&nbsp;<\/p>\n\n\n\n<p>GPC can function as a one-stop solution for end users to manage their privacy settings, eliminating the need to repeatedly adjust preferences on different websites or online services, as is often required with cookie banners and similar tools.<\/p>\n\n\n\n<p>Users can set their preferences to opt in or opt out of data sharing, cookie usage, and targeted advertising. When consent is needed, and for what, varies among data privacy regulations.&nbsp;<\/p>\n\n\n\n<p>These consent preferences can be broad \u2014 full acceptance of data access and use, or basic refusal of all data access \u2014 to granular permissions for specific uses, e.g. yes to analytics cookie use, no to marketing cookies and data sales.&nbsp;<\/p>\n\n\n\n<p>While not legally binding in all jurisdictions, GPC is enforceable in regions with relevant data privacy laws, such as California and Connecticut. In other areas, GPC relies on voluntary compliance from websites and online services.<\/p>\n\n\n\n<p>However, GPC faces certain limitations. Not all browsers have built-in GPC functionality, some websites and apps may not be compatible with it, and compliance requirements are not the same in all jurisdictions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-does-global-privacy-control-mean-for-businesses\">What does Global Privacy Control mean for businesses?<\/h2>\n\n\n\n<p>The GPC universal opt-out mechanism signifies a shift in online data privacy, even if it\u2019s not yet&nbsp; required globally.&nbsp;<\/p>\n\n\n\n<p>It impacts standards and user expectations, influencing trust, brand reputation, and competitive differentiation. Businesses that collect and use personal data online should be mindful of the GPC and user preferences, not only for compliance with privacy regulations but also as a sign of respect for users\u2019 rights and personal data.<\/p>\n\n\n\n<p>Acknowledging the GPC signal fosters transparency and accountability, leading to stronger customer relationships and streamlined privacy operations.&nbsp;<\/p>\n\n\n\n<p>The universal GPC aligns with best practices and requirements of a number of data privacy laws, with the potential to become an international standard. Recognizing it can aid legal compliance efforts and demonstrate a commitment to best practices.<\/p>\n\n\n\n<p>Moreover, using the GPC contributes to a broader global standard for privacy protection, simplifying adoption and accelerating innovation.&nbsp;<\/p>\n\n\n\n<p>Respecting user privacy and data usage through clear information and user-friendly tools is a competitive advantage for growing companies, helping to enhance brand reputation to boost user engagement and long-term customer relationships.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-usercentrics-supports-the-global-privacy-control-signal\">How Usercentrics supports the Global Privacy Control signal<\/h2>\n\n\n\n<p>The GPC signal is recognized by default when any of these US regulatory frameworks is in use:<\/p>\n\n\n\n<p>California (<a href=\"https:\/\/usercentrics.com\/knowledge-hub\/california-consumer-privacy-act\/\">CCPA\/CPRA<\/a>)<\/p>\n\n\n\n<p>Virginia (<a href=\"https:\/\/usercentrics.com\/knowledge-hub\/virginia-consumer-data-protection-act-vcdpa\/\">VCDPA<\/a>)<\/p>\n\n\n\n<p>Colorado (<a href=\"https:\/\/usercentrics.com\/knowledge-hub\/colorado-privacy-act\/\">CPA<\/a>)<\/p>\n\n\n\n<p>Connecticut (<a href=\"https:\/\/usercentrics.com\/knowledge-hub\/connecticut-data-privacy-act-ctdpa\/\">CTDPA<\/a>)<\/p>\n\n\n\n<p>Utah (<a href=\"https:\/\/usercentrics.com\/knowledge-hub\/utah-consumer-privacy-act-ucpa\/\">UCPA<\/a>)<\/p>\n\n\n\n<p>When Usercentrics CMP receives a browser signal that GPC is in use, this logic is followed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If the user has not previously seen or interacted with the cookie banner (prior implicit consent), the GPC signal is honored\n<ul class=\"wp-block-list\">\n<li>If the GPC signal is honored, the user will still be able to make manual changes to their consent preferences in the cookie banner (via the privacy button or link) and then those manual choices will prevail over the previous GPC signal<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If the user has previously provided explicit consent choices by interacting with the cookie banner, the GPC signal is ignored in favor of the direct consent choices the user provided<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Once the CMP recognizes the GPC signal, the user is automatically opted out of data collection and sharing, and &#8220;The GPC signal is honored&#8221; is displayed directly in the consent interface \u2014 satisfying the CCPA&#8217;s 2026 requirement that businesses visibly confirm opt-outs, not just process them silently<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-why-visible-confirmation-matters\"><strong>Why visible confirmation matters<\/strong><\/h3>\n\n\n\n<p>Until 2026, honoring a GPC signal in the background was enough. California&#8217;s updated CCPA regulations now require businesses to show users visible evidence their opt-out was processed \u2014 whether it came from a banner interaction or a GPC signal. Usercentrics CMP displays this confirmation automatically. Most CMP solutions don&#8217;t.<\/p>\n\n\n\n<div style=\"height:24px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" height=\"400\" width=\"900\" src=\"https:\/\/usercentrics.com\/us\/wp-content\/uploads\/sites\/7\/2025\/05\/uc_blog_900x400_gpc_uc_infographic_1.svg\" alt=\"\" class=\"wp-image-14389\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-international-privacy-regulations-and-frameworks-and-global-privacy-control\">International privacy regulations and frameworks and Global Privacy Control<\/h2>\n\n\n\n<p>As noted, GPC support is not legally required nor a standard yet worldwide. We look at major international privacy regulations and frameworks and see if they require GPC support and how.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-united-states\">United States<\/h3>\n\n\n\n<p>As of early 2025, 21 state-level data privacy laws have been passed in the United States, and the country does not have a federal data privacy law. References to the GPC or other universal opt-out signal requirements remain inconsistent.<\/p>\n\n\n\n<p>These states\u2019 privacy laws reference a requirement to respect the GPC specifically, or a universal opt-out mechanism (UOOM):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>California (GPC)<\/li>\n\n\n\n<li>Colorado (GPC)<\/li>\n\n\n\n<li>Connecticut (GPC)<\/li>\n\n\n\n<li>Delaware (UOOM)<\/li>\n\n\n\n<li>Maryland (UOOM)<\/li>\n\n\n\n<li>Minnesota (UOOM)<\/li>\n\n\n\n<li>Montana (UOOM)<\/li>\n\n\n\n<li>Nebraska (UOOM)<\/li>\n\n\n\n<li>New Hampshire (UOOM)<\/li>\n\n\n\n<li>New Jersey (UOOM)<\/li>\n\n\n\n<li>Oregon (UOOM)<\/li>\n\n\n\n<li>Texas (UOOM)<\/li>\n<\/ul>\n\n\n\n<p>These states\u2019 privacy laws do not include any requirement to respect the GPC:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Florida<\/li>\n\n\n\n<li>Indiana<\/li>\n\n\n\n<li>Iowa<\/li>\n\n\n\n<li>Kentucky<\/li>\n\n\n\n<li>Nevada<\/li>\n\n\n\n<li>Rhode Island<\/li>\n\n\n\n<li>Tennessee<\/li>\n\n\n\n<li>Virginia<\/li>\n\n\n\n<li>Utah<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" height=\"500\" width=\"900\" src=\"https:\/\/usercentrics.com\/us\/wp-content\/uploads\/sites\/7\/2025\/05\/uc_blog_900x500_gpc_uc_infographic_2.svg\" alt=\"\" class=\"wp-image-14388\"\/><\/figure>\n\n\n\n<p>Even in the states where GPC support is not a requirement, consumers\u2019 rights include opting out of data use for sale, sharing, targeted advertising, or profiling, depending on each law\u2019s specifics.&nbsp;<\/p>\n\n\n\n<p>So the GPC does support enabling this right, and may be included in future updates to these laws, which are already in the works in a number of states.<\/p>\n\n\n\n<p>In early 2023, California\u2019s Attorney General announced <a href=\"https:\/\/usercentrics.com\/knowledge-hub\/californias-privacy-scrutiny-what-should-app-publishers-prepare-for\/\">increased privacy compliance scrutiny and enforcement<\/a>, particularly for mobile platforms, and specifically recommended respecting the GPC. Knowing what you need to protect your business is complex, especially if you do business around the country. We have everything you need to know in our <a href=\"https:\/\/usercentrics.com\/knowledge-hub\/us-data-privacy-laws-by-state\/\">US State Privacy Laws overview<\/a>.<\/p>\n            <\/div>\n<\/div>\n\n\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-european-union-and-other-countries\">European Union and other countries<\/h3>\n\n\n\n<p>Major privacy regulations and frameworks in the EU all came into effect before the GPC initiative, so none explicitly reference or require GPC support.&nbsp;<\/p>\n\n\n\n<p>These include the General Data Protection Regulation (GDPR), ePrivacy Directive, and Transparency &amp; Consent Framework (TCF v2.2).<\/p>\n\n\n\n<p>These laws and frameworks all have similar goals for data privacy and user control, but cover it from different angles, e.g. electronic communications vs. cookie use on the web and in apps, and digital advertising.<\/p>\n\n\n\n<p>Like in the EU, data privacy laws in Brazil, South Africa, China, Japan, and other countries were drafted (and in some cases enacted) before the GPC initiative was launched, so they do not explicitly reference the GPC or UOOM.&nbsp;<\/p>\n\n\n\n<p>With legal cases centered around privacy violations, and new laws in the works in countries like the United Kingdom, however, support for the initiative may change. As it is, all the data privacy laws in these countries do support the goals of the GPC in giving users control over their data and privacy and standardizing compliance methods.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-s-coming-in-2027-chrome-and-the-gpc-tipping-point\">What&#8217;s coming in 2027: Chrome and the GPC tipping point<\/h2>\n\n\n\n<p>Chrome \u2014 used by roughly 65% of internet users globally \u2014 is preparing native GPC support ahead of California&#8217;s Opt Me Out Act (AB 566), which requires all browsers sold in California to include built-in GPC functionality by January 1, 2027.<\/p>\n\n\n\n<p>Once GPC ships in Chrome, a significant share of your traffic will arrive with GPC already enabled. For those visitors, your consent banner won&#8217;t appear \u2014 and neither will any tracking that depends on consent. Getting your CMP configured correctly now means you&#8217;re ready before that shift happens.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-global-privacy-control-usercentrics-and-privacy-best-practices\">Global Privacy Control, Usercentrics, and privacy best practices<\/h2>\n\n\n\n<p>New privacy laws are being passed regularly, and existing ones are evolving as technologies and consumers\u2019 expectations change.&nbsp;<\/p>\n\n\n\n<p>Prominent advocates in the data privacy sphere who have been influential in the development of the Global Privacy Control initiative also continue to work on awareness, adoption, and standardization, so their efforts may influence future legislation.<\/p>\n\n\n\n<p>The average individual online continues to grow more savvy about online privacy and the use of their data. People care about what happens to it and what their rights are. Increasingly, they also won\u2019t do business with companies they don\u2019t trust.<\/p>\n\n\n\n<p>At the same time, many people are also experiencing consent fatigue from having to make frequent consent choices every time they use a browser. A single standard that enables \u201cset it and forget it\u201d and makes the \u201ccookie banner flood\u201d go away, as German regulators termed it, makes sense and could solve a real need.&nbsp;<\/p>\n\n\n\n<p>The GPC initiative also helps encourage compliance with data privacy regulations, even if the GPC is not legally binding everywhere today.&nbsp;<\/p>\n\n\n\n<p>At the same time, however, there are concerns about whether use of the GPC can be considered to enable valid consent in some jurisdictions. This sticking point may become a strong driver for further study and change.<\/p>\n\n\n\n<p>As technology continues to evolve, universal opt-out signals will evolve as well, enabling even more streamlined, user-friendly, and powerful tools to help protect users\u2019 data privacy online and help companies achieve and maintain regulatory compliance.&nbsp;<\/p>\n\n\n\n<p>Ideally, relevant parties, technology partners, and regulators can collaborate to make the smartest, most comprehensive, and most secure privacy tools available.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Global Privacy Control is an initiative to give users control over their personal data online and standardize consent preference signaling.
